I’ve figured it out by trial and error.
Twitter Algorithms apply view ranking of your next post based on your likes/retweets/comments/reports of others. More likes/reteweets/comments: more visibility. More reports: less visibility.
This is terrible because people game the system spam bot reporting people they want censored.
Also it explains why funny political accounts get seen but other political accounts do not. The funny ones get more likes/retweets/comments.
Enough about the problem, here’s the fix. I designed this about 18 years ago.

[ 7 ]% An input block in settings of muting people automatically based on the top total number of mutes a person has gotten related to the entire user base of Twitter.
The first list is your mainstay, assuming you follow your friends and people of similar interests. If your several of your friends mute the same person, you probably don’t want to see em. You can adjust the slider from 0-100, Low or high could be more people muted, doesn’t matter, depending on how the design is finalized. The same is true for global muting… If someone attracts the world record of most mutes, likely no one wants to see it then… Then you just adjust your sensitivity to that.
It’s very simple, and how it should be done than algorithmically censoring people, since I haven’t gotten uncensored yet. It’s almost like 2018, no one sees my stuff much. but they see it some… I should game the algorithms and start spam reporting stuff I don’t like and just posting fluff for likes but no criticisms.
